Although problems of definition and registration make it difficult to assess the frequency of abductions at the international level, it is clear that States generally consider this crime to be serious. If the offence is committed by an organized criminal organization, it may be dealt with in accordance with the provisions of the Organized Crime Convention on mutual legal assistance and extradition. Law enforcement officers carry out their duty under the law at all times by serving the community and protecting all persons from unlawful acts, which corresponds to the high level of responsibility required by their profession. Georgian law allows a grand jury to use its civil authority to investigate situations in which a public servant causes serious bodily harm or death. All evidence and legal deliberations reported to the grand jury are recorded, and if the Attorney General is advised not to lay charges, a report is prepared and made available to the public. The law also provides that if an official testifies before the grand jury, the officer will be cross-examined by the prosecutor. Amends the Law on Deaths and Injuries Involving Law Enforcement Officers. To operate at international level, Member States must be able to collect, collate, analyse and disseminate information on offenders and the organisations in which they operate within their own law enforcement structures. UNODC supports the criminal intelligence capacities of law enforcement agencies by providing policy advice, assessments and gap analyses, as well as training crime analysts (including the use of specialized analytical software), front-line law enforcement agencies and decision makers, including through the use of a series of recently published training manuals for criminal intelligence services. In 2015, several other states required police statistics specifically related to the use of lethal force or the unloading of a weapon. California now requires every law enforcement agency to report to the Department of Justice all cases in which a peace officer shoots or is shot by a civilian, or when an officer wounds, kills or is injured or killed by a civilian. Each report must include the sex, race and age of the person shot, injured or killed; the number of officers and civilians involved in the incident; the date, time and location of the incident; a brief description of the circumstances of the incident; and whether the civilian was armed and what kind of force was used by all parties involved. By law, the Department of Justice must include a summary of these incidents in its annual crime report. Following the publication of the final report of the Working Group, a number of States have adopted community policing legislation, including the following. The law states that officials must attempt to de-escalate the situation before using the electronic control unit and specifies the situations in which the devices may be used. The law also restricts the use of devices as part of punitive or enforcement measures and requires compliance with the recommendations of all manufacturers to reduce the risk of injury.
